Opening Speaker

Robert D. Kelly, Ph.D.

Robert D. Kelly, Ph.D., became the 21st President of the University of Portland on July 1, 2022. He is the first layperson and first person of color to lead the University, a Roman Catholic, Holy Cross institution founded in 1901. As President, he has guided the University through a period of significant innovation, launched the institution’s new strategic plan, unveiled the transformational Shiley-Marcos Center for Design & Innovation, announced the creation of new academic programs, expanded UP’s footprint in the City of Portland, overseen the University’s historic performance in institutional rankings, and deepened its focus on student success.

Prior to joining UP, Dr. Kelly served as Vice President, Special Assistant to the President, and Clinical Professor at Loyola University Maryland, with responsibility for mission and identity, intercollegiate athletics, student development, emergency management, diversity, equity, and inclusion, and more. He has held senior administrative and teaching positions at Loyola University Chicago and Seattle University, among other institutions.

Dr. Kelly holds a PhD in Education Policy, Planning and Administration from the University of Maryland; a master’s degree in Higher Education and Student Affairs Administration from the University of Vermont; and a bachelor’s degree in Political Science from Loyola University Maryland. He serves as Chair of the Oregon Alliance of Independent Colleges and Universities, and on the boards of the University of St. Thomas, the Catholic Schools Endowment Foundation of Oregon, and Catlin Gabel School. He is also a member of the NCAA Division I Committee on Academics.

Dr. Kelly and his wife, Dr. Bridget Turner Kelly, are the parents of two children.

Andrea M. Barton

Andrea M. Barton is a partner with Miller Nash LLP. As a member of the firm’s Education & Employment team, she regularly advises schools and higher ed institutions on all aspects of employment law, student issues, and institutional operations. Andrea served as Vice President and General Counsel for the University of Portland for six years until she rejoined Miller Nash in 2023. Andrea now regularly advises schools on a variety of student issues, including student conduct policies and processes; Title IX policies and processes; Section 504; FERPA; and campus policies generally. She also regularly provides counsel to institutions on topics related to employment, including high-profile and difficult issues related to tenure; employee relations; responding to workplace concerns, including harassment, discrimination, and retaliation; as well as hiring and end of employment. Andrea’s time in-house and industry knowledge allows her to provide clients with valuable perspective and experience to understand and respond to legal challenges on campuses in a manner that reflects not only their legal obligations but also their mission and values.

Brian M. Glick, Ed.D.

Dr. Brian M. Glick, (he/him/his) currently serves as the director of student conduct and community standards at Adelphi University, located in Garden City, New York. Previously, he served in student conduct positions at Northern Illinois University, and residence life positions at Southeast Missouri State University and Elmhurst College.

Dr. Glick’s doctoral research established that the practice of student conduct, is a profession, as defined by published criteria. Glick earned a doctorate in education from Northern Illinois University, master of science in college student personnel administration from the University of Central Arkansas, and bachelor of arts in communication from Kansas State University.

Brian also has a long history of involvement with the Association for Student Conduct Administration, including long-time service with the Public Policy Legislative Issues Committee, the Membership Engagement Committee, and the Equity and Inclusion Committee, the Donald D. Gehring Academy Faculty, and Student Conduct 101 faculty, and various presidential task forces.. Brian’s service  on the ASCA Board of Directors includes Director-at-large, Parliamentarian, Treasurer, and now, President-elect.

Kristi Patrickus, J.D.

Kristi Patrickus is a dedicated attorney with a diverse background in higher education law and advocacy. She earned her Juris Doctor from the University of Oregon in 2021 and her Bachelor’s of Music Education from Missouri State University in 2015.

Currently serving as the Title IX Coordinator at Penn State University, Kristi is responsible for ensuring the University’s compliance with Title IX regulations related to sex and gender-based discrimination, including sexual misconduct.

Previously, Kristi held pivotal roles at the University of Oregon in the Office of Student Conduct, managing complex cases and contributing to policy development. Kristi also served as the Student Advocacy Program Attorney at the University of Oregon where she provided comprehensive legal guidance to students and organizations navigating disputes with the university, including student conduct and Title IX cases. At the time, Kristi was the only full- time, university-employed attorney on any college campus providing these free legal services to students. Her legal acumen extends to her clerkships at the Lane County, Oregon Office of Legal Counsel and the ACLU of Tennessee, where she honed her skills in constitutional law and litigation support. Kristi also operates a part-time consultancy firm where she provides a range of services for attorneys, student organizations, and colleges and universities.

Kristi remains actively engaged in legal education and advocacy, contributing to professional publications and presenting at conferences nationwide on topics ranging from due process in higher education to Title IX regulations. She is a member of several professional associations and continues to shape the landscape of student rights and legal protections in educational settings.

Legislative & Public Policy Updates

Dr. John Wesley Lowery

Dr. John Wesley Lowery is a professor and department chair in the Student Affairs in Higher Education Department at Indiana University of Pennsylvania. He previously served on the faculty and coordinated graduate preparation programs at Oklahoma State University and the University of South Carolina. He earned his doctorate at BGSU in Higher Education Administration. Before beginning his doctoral work, he was Director of Residence Life at Adrian College in Michigan and University Judicial Administrator at Washington University in St. Louis. John is a frequent speaker and author on topics related to student affairs and higher education, particularly legislative issues and student conduct on which he is widely regarded as a leading expert. He has presented numerous times at national and regional conferences including: ACPA, ASCA, the Donald D. Gehring Academy, NASPA, and SACSA. Since 1998, he has presented a legislative update session at the annual ASCA conference more than 20 times.

Over his career, John has been honored by multiple professional organizations. In 2022, he received the Donald D. Gehring Award from the Association for Student Conduct Administration as well as the George D. Kuh Award for Outstanding Contribution to Literature and/or Research Award from NASPA—Student Affairs Administrators in Higher Education. In 2020, he was recognized by the NASPA Foundation as a Pillar of the Profession. In 2014, John was recognized as an ACPA Diamond Honoree for outstanding and sustained contributions to higher education and to student affairs. He has twice received the Tracy R. Teele Memorial Award from ACPA’s Commission for Student Conduct and Legal Issues for “outstanding contributions to the area of judicial affairs and legal issues.” A member of ASCA since he was a graduate student, he also received the D. Parker Young Award (2007), Distinguished Service Award (2001), and the Outstanding New Professional in Judicial Affairs Award (1993) from the association.
